On what basis can different folders be created?Apart from the SYSTEM User ,can the other users create such folders ?Also do the folders like Catalog,Backup,Security and Content prexist for the SYSTEM user and can other users also create such folders and assign objects to them?
The folders are displayed based on the current perspective and privileges the user has..
As per my knowledge not even SYSTEM user can create folders.

There is no specific folder level access permission available.
For example, if the user has no authorization for backup,then backup folder will not appear.
As a dedicated schema is created automatically when the user is created, catalog folder appears for all users.
The content folder appears for everyone, but restrictions can be applied on the packages to be displayed under content folder.
> If multiple users or groups of users are working on the same folder and the various objects defined under it, is there a way of managing concurrent access for the various users (process with check in /check out options etc.)
Is the folders mentioned in this question refers to project and project sub-folder?
if yes, then these folders are shown as packages in navigation pane and yes the version controlling, compare options are available for managing multi-user read/write access.
