I don't see any issue in such kind of embedded procedure calls.

However, I am interested in understanding the reason for the error message "Cyclic dependency found in a runtime procedure:Not allowed to call/modify runtime procedure OUTER_PROCEDURE during it's execution."

Please provide the structure of the outer procedure BLD_STMT_TBL. This will be helpful to figure out whether any object/processing dependency exists between these 2 procedures.
