your user needs to have the corresponding package privileges: Package Privileges - SAP HANA Security Guide - SAP Library
For example:
If your user should see all packages available you have to assign him REPO.READ for the root package _REPO_PACKAGE_ROOT.
To add edit/activate privileges, please have a look to the linked documentation.
