Agreed, there are many newbies questions around lately; in fact too many.
The topic of "how to ask technical questions" is as old as the first internet forums.
Somehow I doubt that another document stating "put in information x,y,z when you've got questions about a, b, c" will improve anything here.
I guess it boils down to the ability and effort of the asking person to communicate their problem properly.
Concerning the basic/simple/newbie questions the SCN position on this is clear and straight forward: we don't want to discuss them here.
Check The SCN Rules of Engagement on that. It's a platform for professionals, that is, folks that make their living of dealing with SAP solutions.
We do expect those professionals do their share of self-education before they ask for other people's time and attention to their issues.
In my opinion that's a fair point and by using this community everybody accepted this.
Part of that is not to answer those basic questions but to "abuse" them, that is: click the "Alert Moderator" link and put it "Failed to search" for reason.
Replying to floods of newbie/lazy search questions is only adding to the waste in the communities.
Having an FAQ is a great idea and there's nothing stopping you from starting one.
All you got to do is to create a document or a WIKI page and off you go...
There are plenty of FAQ documents available already on SCN in case you want to have something for orientation.
