Did you install from the hdbsetup of a local installer (like one downloaded from the service marketplace)? If so that doesn't include the HCP Connector option. You still need to setup the update site for tools.hana.ondemand.com and install the additional connector tool. It should be under SAP HANA Tools -> SAP HANA Cloud Platform Tools for Connecting to SAP HANA Systems:
