I found a thread on the Open SAP course that describes a workaround to a similar issue. Its covered in a comment by Emil Aleksandrov in the following thread

As an overview, if I built my package structure using the workbench, it seems I had no issue's activating newly created files within them packages. I'm not really sure why it's happening but I think permissions were affected for packages I created in Hana Studio and tried to activate, as the privileges and roles ye mentioned were missing but this resolution seems to resolve them.
