Can you explain how you found the stored procedures but then found the code for creating the schema/package/user?
The manual way was provided in SPS07, the stored procedures were provided for SPS08. If you are using SPS07, perhaps you are reading the SPS08 documentation, which is significantly different. What version are you using?
