Hi Pieter,
the HLM installation is done on the HANA Server and has no special requirements that I'm aware of (other than a working HANA database 
)
To install HLM, just visit the SAP Software Download Center, do a search for "HANA Lifecycle Manager" and download the SAPCAR. After unpacking it to your server, you just have to run hdbinst and a few seconds later, your HLM is up and running.
