Why import the DU for Web IDE? This is all automatic content now in SP7. The 404 error you are getting is not on the Web IDE itself but on the form logon. Its seems your system is missing the form logon content; but this is a problem that shouldn't happen in a successful system upgrade/installation. I think you have a problem in your installation and should really report this via support channels.
