BIMC_CUBES should be a view since quite a number of revisions...
So, on a proper HANA system these two data sets would be the same and never out of sync.
What revision are you using and what was the upgrade path to it?
Looks like something went wrong in between...
Clearly: you never should manually modify any of the _SYS_*. tables!
