If you're looking to see all DATA in all views then there is the analytic privilege _SYS_BI_CP_ALL however I suspect you're talking about a role that will give you all access to not just data but privileges on all objects (ie: all schemas and all procedure objects) however I'm not aware of any such role. Even SYSTEM user does not have that level of access. But will see what others have to say.
