Dear Keven,
you can change this setting for all users, therefore you have to adjust the indexserver.ini of your HANA system. You can do this via the HANA Studio (you need a user with the appropriate credentials for instance SYSTEM) then open the administration view and select the configuration tab. Under the indexserver.ini you can find the settings for password policy. There you can change everything you mentioned.
